Hustler uses the 'banker wins with a 3-card 7 is a push' rule. Graton, north of San Francisco, does the same thing with its no-commission baccarat.

As far as I understand there is no rule like that. I know they have a Panda and Dragon Bonus so I thought that's where they make up their losses from the commission.

There has to be a push on a banker's winning three card 7 in the game you describe.
EZ Baccarat, which has the Dragon Bonus bet that is triggered by a Banker's winning three-card 7, is based on this game mechanism being present.
If not, the Banker's bet has a player advantage of 1.2%.

Ok so it looks like a three-card winning banker hand with a total of 7 is a push. Didn't know that when I played there a while ago. So that means in that case it's still a 1.06% house edge? Also I'm guessing that would be the lowest house edge game in that casino? It's $1 per play in other games such as Ultimate Texas Hold 'Em and blackjack.

It's actually lower then that by a little because of the bonus that they offer with no extra cost to the player
